Anyone been approved with HAP HMO???

Hi!! I myself have already had WLS. My mom is looking to get it done now and she just got her first refusal letter! I didn't have to go through the appeal process, so I don't know what to tell her to do next!! Anyone been approved or went through an appeal and been approved with HAP HMO??
