Which Health Plan for Reconstrucitve Surgery Federal Emplyoee Open Enrollment

Which plan is best for reconstructive surgery? I have Kaiser now and I now I need to change. I am looking at Blue Cross PPO. Does anyone have any advice. I need the panni, arms, and breast lift.
