Question:
Is there a doctor in mexico that includes hotel, flight and surgery in the cost?

I seen people post that say their hotel, surgeon and facilitiy fees were one lump payment. Haven't seen anything about flights being included. Check it out. The surgeon may have a discount with a specific airline. Kinda a form of kick back for sending people to that airline. I'd even call airlines that fly where you need to go and ask if they offer any medical discounts. Never hurts to try. Good luck.

try molding clinic. they have packages that are all inclusive starting at 7500. airfare, hotel and procedure. good luck. they have a web site.
