In short...... yes!
If they are not licensed to practice in your state, then they hire an
attorney to work on their behalf. The letter/paperwork they'll send you at
your request explains all that to you.

still do any state....

You might check out your State's Insurance Commission. I did that and had
my denial overturned. One thing tho - be very direct and to the point, and
include LOTS of documentation to support your appeal.
