I know a woman who had hers removed, along with extra panni skin and some
on her thighs, just last week. While some insurance won't cover any
reconstructive surgery, those that do nearly always require that a case be
made for medical necessity before they will approve. If you are having
medical problems because of your arm skin, make sure you get to your doctor
and get it documented.

Both my primary and secondary insurance providers paid for my
panniculectomy and brachioplasty. They were provided with a letter of
medical necessity and photographs (ugh!) from the plastic surgeon, as well
as supporting letters from my bariatric surgeon and my PCP. In addition, I
included my own personal letter of "appeal" and a copy of the
1996 Position Paper from the American Society of Plastic Surgery, entitled
"Treatment of Skin Redundancy Following Massive Weight
Loss"...(www.plasticsurgery.org/profinfo/pospap/skin.htm). All that
documentation probably didn't hurt, but I've always been convinced that a
"picture indeed says a thousand words" :-) Best wishes!
