Question:
With Open RNY is it common for the surgeon to do a panni?

I didn't have one, nor do I know anyone that had both procedures at once.

The removal of the panni is typically done after the patient has reached
goal weight and sustained it for at least 6-12 months (with many surgeons
advising that a longer period is better).

Most of us don't have the hanging, emptied skin until after the weight-loss
surgery (WLS) has had a chance to work, but I have heard of some
people--usually massively obese people--who have a low-hanging abdomen that
impedes their movement even before WLS is performed. For such people, a
panniculectomy sometimes can be performed at the same time as the WLS.
