It refers to how full you feel after eating. Many of the weight loss
surgeries rely almost solely on restriction (smaller stomach/stomach
opening "stoma" for successful weight loss (lapband, VSG
etc)...Others combine restriction with gastric bypass (RNY, DS) which can
be various different rerouting and cutting of the intestines as well as
altering the amount of food that can be eaten...But all of them have some
form of restriction of the stomach by banding the stomach smaller, stapling
and cutting the stomach or disecting it and stapling/stitching it off and
or altering the stoma... There are several different surgeries and all are
different....

Anita has a great answer! I wanted to add to it a bit.
I see the term "feeling fully restricted" more with the people
that have a gastric band (i.e. lapband or realize band). Some say they
feel a restriction just from the placement of the band, others say that it
takes 3 or so fills to really feel a restriction.
