Question:
I have Cigna - Cobra and Medicare. Who should be the primary
and who should be the secondary insurer? I was told that since it is cobra, Medicare is the primary. But I've also been told that no matter if it is Cobra or not, Cigna is the primary. Anyone know for sure? — RoxanneF (posted on June 20, 2003)

It is my understanding that a private plan is primary over a government
plan.
To be sure - just call CIGNA.

Private is primary over government. The medicaid will just pick up the
balance that the primary doesnt pay.(if covered)

I have the same for my husband and we called. Cigna cobra is primary. When
that ends the Medicare is primary.

If CIGNA is your primary - be VERY prepared. You are in for the fight of
your life, literally! Have 5 yrs of medical records from your doctor, all
the tests your bariatric surgeon requires, and CIGNA is now requiring a
26-week(6 month)medically supervised diet with at least monthly weigh-in
within the last year. You have to have medical records of that diet. They
are requiring me to also have a Dietician evaluation, an exercise person
evaluation as well. Stinks, huh?

Cigna is primary and Medicare is secondary.
