Do I have to have a consultation with a surgeon before getting approved by Kaiser?

I have kaiser in No. Calif(Bay Area) I know they contract out to Dr. Basil Meyerwitz. Should I make an appointment with him. Can anyone give me an idea on how long it will take to get approved. I have already seen my PCP, got lab work done and have had consultation with the psych. dept that went well. Thank you for any information. Linda
