Has anyone been approved for surgery through Vocational Rehab in Illinois?

I am trying to get info for my mother...who desperately needs this surgery. She has a minimum wage job, no insurance, no credit, nothing, and there is just absolutely no way she could ever self-pay. I'm just wondering if anyone has any experience going through Vocational Rehab in Illinois.
