BC/BS NE but lives in FL

I reside in Florida but Hubby's insurance is From Nebraska. What do I do to get them to cover the most?... I have found a surgeon in Florida and would like to go to him, any suggestions? Also, has anyone dealt with this particular insurance and was surgery covered? (insurance doesn't kick in until Jan)... thanks for any help..
