Did/Does anyone have BC Prudent Buyer PPO?

I was wondering if anyond has/had BC Prudent Buyer PPO, and if so how were they. Did they approve WLS, how long, etc. Any infor would be appreciated. I live in California and my Doctor is Dr. Ho in Fresno.
