Has anyone gotten approval for surgery coverage throught the Ohio Vocational rehab ?

My friend is really wanting to have wls, she is overweight and is currently recieving unemployment benefits and has a very limited income, she has absolutely no insurance (Iwould say her weight is around 300#s). She has no access to the internet and I told her I would check into this for her, as she was thinking that there would be no way of her getting wls, and I mentioned this to her and told her I would find out what I can. Any info anyone has would be appreciated, where to call, who to contact, what are the qualifications, etc. anything would be appreciated. Thanks,
