OMIP and Regence BCBS question~

I have been told that I will be approved with Oregon Medical Insurance Pool (OMIP). OMIP's third party administator is Regence Blue Cross Blue Shield. Has anyone had any luck getting surgery paid for with OMIP? I'd really like to know either way. Thanks for your help!
