I need help from Oregon people!

My PCP wants me to have a Psych. evaluation done before he submits a request to see the surgeon. I asked him if he wants a Psychiatrist or Psychologist to do the test. He said either would be fine. So I called my insurance and they need a referral from my PCP. I called my PCP's office and they want me to find someone I want to see before they will send out a letter. I then called my insurance company again and they gave me referrals but none of the referrals do the test. I'm a college student so I don't have a couple of hundred dollars to spend on this. I finally just told my PCP that I don't care who I see I just want a referral letter. Is there any Psychiatrists or Psychologists that anyone would recommend in the Salem area? Do they take OHP? Thanks for letting me vent and for your help.
