Can anyone help me find Insurance in Oregon

My husband has Blue Cross/Blue Sheild of Oregon, and they exclued WLS, I have called around to other insurance companys in Oregon, but can't find one that will cover it, can some one please help me, I can't affored to self-pay and I don't know what else to do.
