what is wrong with the chat room is it NOT always open?????

I'VE BEEN LOOKING INTO THE CHAT ROOM FOR THE LAST 2 WEEKS with no luck of finding anyone to talk to or to ask questions,,is it closed or am I going in at the wrong times????????
