I have HAP insurance, can anyone help me with writing a second appeal letter? PLEASE!

I have HAP insurance and I was denied because of the psych. evaluation. The psych. (Dr. Frank)felt that I "would better be served with a supervised weight loss program" This came as a blow because we discussed my many attempts at weight loss and she never asked for any proof, she was very short with me, it was almost as if she had already made up in her mind to deny me and now I have to fight to get my life back. I wrote an appeal letter and they denied me again. I don't want to give up, but now I'm so lost I don't know what my next move should be. Can anyone PLEASE help me?
