Fluid on the inside

I am almost 3 weeks postop amd I notice after the rest of my staples were removed yesterday that I have this sort of puffy thing under my skin on both sides of my scar.. The skin looks different there and it is raised.. My question is, I called my doc and he said it is probaly fluid under, and it would drain out, but my insicion is closed, completely... I had a c-section and had my insicion came open because of fluid behind the insicion, has anyone out there had this happen, and if so please give my some advice on how I can keep from having my scar come apart.. Thanks
