Already had one consult. Now another???

Hi all...I just called my Dr.'s office today to find out if my insurance had been approved for my surgery and the young lady at the Dr.'s office told me that they are sending me out of my Network to another hospital and Dr. for another consultation. They gave me an approval number for the consultation, but not the surgery...I am so confused as to why I would have a cosultation with a surgeon within my Network and now being sent to have yet another consultation with another surgeon...Has this happened to anyone? Or even make sense? I am worried I won't get approved...
