Has anyone been approved by Cinga PPO in Philadelphia, PA?

Hi, I was wondering if anyone has been approved by Cigna PPO in Philly? Right now I am still researching but in a month I will have Cigna PPO. I really just want to know what my chances are of getting approved? Also, does anyone know Cigna's policy regarding WLS? Thanks :)
