will my secondary insurance cover what primary didnt?

Has anyone had luck with having your secondary ins. pay for my ryn when primary wont. I have look at my benefit booklet blue cross of ca ppo plan and it has no exclusion. My primary has an iron clad exclusion. anyone out there got appoved by secondary. I would love you hear from you please email me [email protected]
