Insurance told me they will not pre-approval my surgery until I have them 1 year?

They said that they dont pre-approve any surgery untikl you are covered with them until a year but they said I was covered and am approved for 8/01/03 but the problem is my husbands uns. is up for renewel on that date and is probably changing insurnce they say I can have the surgery and then put in a claim for it do surgeons do this will they do my surgery and then put in a claim any help please...
