Please help me with my insurance problem I am desperate?

I have bcbs fl ppo They are approving me for surgery only problem is they are saying I have to wait until 8/1/03 because they say I have pre-existing cond. but I dont the state comm. office of ins. was helping me and today I recieved a letter saying from them that bcbs is stating that I sent them in a handwritten document saying I have been treated in look back period but I didnt I know they verified trough my doctors I havent already but they are telling the commisioners office that. I was not treated in look back period but I dont know how else to prove this I have asked supervisor to call me back but they never do .Please tell me what I should TO DO THANK YOU FOR ALL PREVIOUS HELP AND ANY HELP NOW...
