Did anyone appealing with state ins. commisioners help have to ?

only go through the state commisioners office to get answer for your appeal?I called my ins. comp. today to check on appeal I sent in 1 week ago and before I started to appeal I needed to get help with FL. insurance commisioners office because of problems with ins. telling me I had pre-existing when I didnt so when I called today the rep. told me it was in medical review again and I need to contact the commisioners office when they make thier decision because they are going to send the answer to them. Did anyone else have to do this/ Any answers are appreciated thanks..
