If insurance changes through employment while appealing does old ins. cover you?

my husbands employer is up for open enrollment Aug. 1 2003 I spoke with the person that sells insurance to his company and asked her if our insurance is going to stay the same she told me she really dont know b/c bcbs fl premiums are getting really high.I am going to appeal with the insurance we have now and want to know if the ins. changes before appeal process is finished do they still have to cover me?
