My question: Is arthritis considered a co-morb to qualify for surgery?

Recently during an MRI, the results came back as my having mild arthritis in my neck. My question is does arthritis help you qualify for the surgery? I have heard it is a co-morb wanted to know. Also why would mild arthritis hurt sooooooooooo bad.
