What is the film around my lips?

I have looked in the library for this question because I know I've seen it asked before, but could not find it. I have dry mouth and my lips get very dry and I get a film around my lips. I'm constantly wiping the corners of my lips. I read once that this had a name and I can take something for this, or is it dehydration, or what is it?
