Has anyone dealt with an Independent Reveiw Board for approval?

After first appeal was denied, it is now required to go to and Independent Review Board. Problem that I see with doing that is the guidelines for the review board to even review the case state that it can NOT be a specific policy exclusion. Needless to say, this is what my policy states....surgery for morbid obesity is specifically excluded. Anyone else ever dealt with a situation like this or have any suggestions. Any help would be appreciated. Thanks in advance.
