Should I go for psych eval if insurance says I can, but Dr.s office wants me to wait

The Drs. office wants me to wait until I have been approved for surgery, but they keep dragging their feet in getting my paperwork sent off to insurance. So I called the insurance company I have and they said I could go ahead do the psych eval. So should I go ahead and get that done now, even though Dr. wants me to wait? I don't want them to think I won't follow orders, but dang they are taking so long, and I am gonna need it anyways and if Ins. said yes?? What should I do. I am going crazy waiting. The Drs office said they would have my papers out to insurance by June 29th, and still have not got them out! GRRRRRRR Thanks for any help..
