What is the best way to appeal with Cigna HMO?

I have provided Cigna with everything they required and they still denied me. Stated I did not prove I had been overweight for the last 2 years. I had my info from when I joined WW on 5-1-01. Have any of you heard of a "peer to peer revue"?
