What is the age beginning and ending limitations for this surgery?

My sister, who has successfully had the surgery, is trying to get the surgery for her daughter who is 350lbs and rising at age 19. She is not appealing the rejection by the insurance companies. Is there a problem when performing this surgery on a 19 year old mobid obest person? If so, why? Please send me an answer ASAP, thank you.
