Tenderness to the sides of incision, is it normal

I don't have any redness on the incision, a few places that are still scabbed over. It almost hurts to have a t-shirt against it but the actual inscision is not painful it's the skin to the sides maybe 1 inch on each side. I am 3 weeks post op and just got the tape off 4 days ago. Is this just the skin pulling together?
