Is there any independent insurance without pre-existing conditions?

I have a written exclusion in my insurance at work, and my company will not fork out the money for the rider for this procedure because of the cost. Is there any insurance company out there that will offer independent insurance without a pre-existing conditions clause? Every company I have researched so far has a pre-existing conditions clause that basically says I have to wait a year to have the surgery. I want to get it done as soon as possible, any suggestions?
