Anyone with BCBS/Highmark please read

I am new to my company (was a temp for months just got made perm) benefits package. The insurer is Blue Cross Blue Shield managed my Highmark in Pennsylvania (I am in Oregon). I haven't been able to get a decent explanation about what this means.. it's a PPO. Is there anyone out there with the same coverage who's been researching WLS? Thanks for your help.
