I want info. on a VA law that requires insurers to cover WLS?

I read in Barbara Thompsons book "Finding The Thin Person Inside Of You" that there is a law in Virginia that requires companies and insurance providers to offer WLS as an option to their covered employees. Where can I find info. on this law? My insurance has an exemption, but if I can provide proof of a law saying that they have to offer it I may be able to get them to cover it. Anybody knowing anything about this law or how I can find out about it please let me know.
