Why is it that Blue Cross of MI - approves other DR's patients faster?

I'm waiting to be approved by Bc/bs of MI. I have spoken with many others who are not BTC patients.. THat get approved in 10 days average...They are with three different DR.s not part of BTC (private) and i keep hearing from the web that BTC and BC/BS are an average of 35 days... I want to have this surgery this summer... what steps should i take? I would welcome ant suggestions... Thanks :)
