I have is there any way to get secondary insurance to pay if they cover and primary

My husband has blue cross of Ca. I have Blue cross of Or. My insurance has denied it, My husbands insurance, my secondary insurance (blue cross of Ca. ) Has been paying for this surgery (they just paid for my Husbands) Is there any way I can get them to pay for mine. They said that as the secondary they do not have to review my Dr. preauthorization request. Anyone know the answer? What should I do.
