bcbs approval for thigh lift surgery

I need a thigh lift or even a thigh plasty and I cannot get bcbc of Ga to pay for it, they paid for the tummy tuck, but keep denying the thighplasty, can anyone help me with their guidelines for approval, I have reoccurance of yeast in fections, and my GYN has also submitterd letters stating the necessitiy of the surgery, but no luck.
