Will BCBS of TN PPO cover this surgery??

I have BCBS of TN PPO (Network P). I called them just to see if they would tell me if they do cover it at all, and the lady I spoke with told me they would not, even with a docs referal. Is this true? Has anyone had a problem with coverage using this particular insurance? What insurances in TN are the best to have for this surgery?
