What insurance is best for fedral emplyees

It is almost open season and I was wondering if there are any federal employees out there that can tell me what is the best insurance to select for abdominalplasty and thigh lift. I have so much loose skin since loosing 150lbs and it gets in the way of everything. I live in Dallas and would welcome any responses from federal employess with knowledge in this area
