Who has darkened skin on thier calf?

I am 4 months post-op as of 10-9-03 (down 135lbs. from 597 lbs.)and I have dark patches of skin on both of my calfs (calves? Spelling?) from my ankles to just below my knees for several years now. My doctor prescribed Diflorasone Diacetate Ointment several weeks ago but I have seen very little if any change. First, What is the medical term for this? and secondly, What else can I do to get my skin back to its normal color? I want to be wearing shorts this summer. Help!
