It is currently open enrollment period for state employees. Choices that I can afford include BlueShield Access+ HMO and Kaiser. I must switch from Health Net who has already approved my surgery. Dr. Wolfe cannot fit me in for surgery before end of the year when new insurance takes effect. Which would be more likely to cover the surgery, Kaiser or Blue Shield Access+ HMO - in Sacramento, CA?
