Has anyone ever heard of this before? Health Alliance Plan Elligebility Rule to have WLS

I just called HAP to see if I am elegiable for the surgery, a very nice lady said that it is available for Federal Government employees and Senoir Plus members only. Has anyone ever heard of this before? I am in Michigan. I have not been to see a surgeon or my PCP yet, just researching about the surgery at this time. Any suggestions as to what I should do from here?
