How do I get coverage in Southwest WA state?

I have one main problem. WA state does NOT allow you to get insurance on your own. Meaning...that we can not buy individual coverage. SO, how do I go about getting insurance for the surgery? I know about DSHS...but, if I choose a Healthy options such as Kaiser or Columbia United Providers...they don't covert the surgery. Does a DSHS medical coupon cover the surgery? Is that considered Medicaid? Or, how can I get Medicaid to pay for the surgery? ANY help would be greatly appreciated. I would like to be around for my kids and with the way I am going, I won't be around to much longer. Thank you!
