Should I have to pay hospital fees for a plastic surgery revision?

If the surgeon is going in to correct some lumps that have appeared after lipo, should I have to pay for the facility fees? He is not charging me for his part. But the facility wants $400.00. I had lipo in July 2004, and have two "lumps" that have appeared - one on the front of my thigh, and one on my hip. We have tried to aspirate, but there is no fluid. Has anyone else had to pay for touch-up fees?
