Are there any insurance companies that offer individual policies that cover WLS?

Hi. I work for the state of Texas, and have group insurance provided by Amcare. There is a written exclusion policy for any treatment of obesity. They denied it once, I appealed, and I just received the denial again today. They said since their decision was not based on medical necessity, and only a written exclusion, that I have no appeal/recourse left. What I would like to do is get an individual policy with another provider that will cover the surgery. Will I have to terminate my coverage with Amcare completely (it is paid for by the state 100%)? Does anyone know of any individual policies that will cover the surgery?
