When should I look into getting the COBRA paperwork started?

I lost my job on Oct. 12th but my exemployer is paying my insurance benefits until Jan.31st. My Hubby is self-employed without insurance. When should I get the paperwork started for COBRA? How does that work? Will it change the fact that I have a WLS date for March? Any advice would be greatly appreciated! Thanks, Dot
