Has anyone had a problem getting Aetna to approve just a referral?

I was just at my pcps office and asked for a referral for wls to the surgeon that I had been researching. He had a very negatgive attitude and said he will submit a request to Aetna for the referral but they usually dont approve a referral for this type of procedure. I was thinking that it was up to the pcp to give me a referral and to have the acutal surgery approval submitted to Aetna. The way my pcp is talking, I may not even be able to get a referral to a wl surgeon. Any advice from anyone would be appreciated.
