What is the first step I take towards having bariatric surgery?

Whats the first step? Do I make an appointment with a surgeon or my regular doctor? Who do I contact first to get the ball rolling? What is the first step to finding out if my insurance(regence care)will cover the surgery? If anyone can help me with these questions i would appreciate it.
